I can only point you in the direction of possible help:
The Tennesse Secretary of State's Office in Nashville should be able to help you with the requirements for forming aand chartering a non-profit organization (association) in Tennessee.
You probably should contact the the Health Department in the county where you live for any local regulations regarding burials, etc. Also a local funeral home might help you those rules.
I would suggest consulting a recent sopy of "Robert's Rules of Order" for examples of how to write out your Constitution, By-laws , etc. (which is something you will need to submit when applying for a charter from the state.)
